This relatively obscure tournament was played right after the games of the 1964 Tel Aviv Olympiad. Contemporary Hebrew press described it as an international tournament organized by the Akiba Rubinstein Chess Club in Jerusalem, using foreign players present in Israel after the Olympiad. It is not clear whether Jerusalem tournament itself was counted as '4th Israeli intl' or was it the Olympiad+Jerusalem combo.
