According to the FIDE handbook had more than one team won Asian Team Championship held in between two consecutive World Team Championships, all the winners had to play each other for Asian WTCh spot. Teams eligible for 1989 play-off were:
Philippines - winners of 1986 Asian Team Championship
China - winners of 1987 Asian Team Championship
