The tournament changed in format from previous years, being a 7-round all-play-all over 4 days rather than a 5-round event with preliminaries and finals over 5 days. While it was a fairer competition with each team playing every other team, the hectic schedule affected the quality of the games and it was agreed to restore the 5-round format in 1999. Denmark competed for the first time.
