||The format was radically reformed.
There was no league and three-level system was used instead. Top teams from 1963 league (how many?) gained automatic promotion to the semifinals. Most of teams had to qualify through regional competitions to form three semifinal groups (each one was six team eight board round robin).
Top two teams from each semifinal qualified to the six-team final.
